Rule 31A
PROCEDURE FOR PROCUREMENT BY LUMP RATE METHOD
(1) When a public body procures a construction work with a cost estimate of up to two million rupees without qualification, it may publicize the cost estimate and procure it through competitive bidding on the basis of a lump-sum rate method. (2) In accordance with sub-rule (1), the bidder shall submit the bid after submitting the bid by accepting a fixed rate that works at a higher or lower percentage than the total cost estimate.
(3) The method according to sub-rule (1) cannot be used in the procurement process where a multi-year contract is required.
